You can get MTG at Tractor Supply, Co-op, National Bridle, World Champion, and Bedford Tack. It is just a dressing to put on the mane and tail. It is sulfur based and it stinks to high heaven....

Jeffers carries it online too. It's 12-14$ a quart but the resuls are more than worth it. My new one was literally tailess in November when we bought him something had eaten his tall off right below...
